Lumps on NN necks? (it's not their crop)

The NN chicks I noticed some hard bumps under the skin on its neck (mostly the back of the neck), not painful just there, they are at my moms and my sister just called to say other nacked necks from the hatch also have the neck lumps but acting normal and no other symptoms, she can touch the lumps without them acting in pain or upset. What would cause lumps?

The pen is quarantined from the other birds but now I'm worried.

Hi April! Did your sis send pics? The only thing I can think of is bug bites.

Now I feel stupid, got a better description from my sister and dad.
Its not the small hard bumps that I saw on the one chick in the hatch, they say its a soft large lump by the shoulder to the side near the neck, and only on the NN, they say its not the crop (around 100 birds on the ranch so hopefully they know what a crop is).
No one is limping, no weird eye changes, so I don't think its mareks but not sure what is going on. I asked them to try and get ahold of a camera and email a pic.
