Male silkie with respiratory sickness - Help

I have a silkie rooster who has a respiratory illness. He is very crackly and congested. I tried Baytril Injections 2.27 at 0.3 ml once a day. After 4 or 5 days I tried .5 ml twice a day for 3 days. Nothing changed in his condition at all. I gave him some probiotics for a few days and then started him on Oxytetracycline powder in his water. Again after a week nothing has changed in his condition. His bowl movements are normal, his eating habits are normal, he is just super congested. Where do I go from here? I have Tylovet 50 injectable, Gallimycin powder, and Sulmet liquid. He is quarantined in my home. Thanks for any help you can give.
 
You have already given some powerful antibiotics that would treat bacterial respiratory diseases. It could be that he has a virus or has secondary infection. I would try to get him tested for whatever disease he has. Air sacculitis is a secondary infection, and can include E.coli bacteria. Infectious bronchitis and ILT are viral diseases that run their course and do not respond to antibiotics.
