Malpositioned quail with no progress in 24 hr

[can't get enough chicken]

I have a quail that is just keeping the tip of its beak outside of the egg however it has made no progress in the last 24 hours. I see its beak moving but I am getting worried! At what point do you step in, especially since it has pipped on the narrow end of the egg?
