Absolutely! You need to get that off, and then watch for it happening again and get it right away. Take the chick to the sink and run some warm water over it..try to gently pull it off with a paper towel. When you get it all off, then dab a touch of coconut or olive oil around the vent to keep poop sticking again. Watch the other chicks. If you can you might want to turn your heat down a notch - if they seem to chilled you can turn it back up but excess brooding temps seems to be one of the commonly accepted causes of Pasty Butt. Personally I think it's more linked to chicks eating around the clock while their little digestive systems are still immature, but that's just me.

So the first one I was able to clear off really easily. I'll keep an eye on it. With this little one I realized it's actually not the vent, but it's this weird dark mass more under the vent closer to the belly. Any clue what this would be?!?

It just got it from the store today so it's not that old. The chick is probably the smallest of all 6 but it seems to act ok. I didn't really mess with this one much once I realized it wasn't near the vent at all
