the answer to all your questions is: Not always. Males and females have certain behavior characteristics, but... just like humans, there are girls who act like boys and visa versa. The feather question... not always. Not everybody develops at the same rate, so you can't judge gender based upon feather growth. Some people will live and die by it, but in a pure bred chicken, it doesn't work that way. The only way you can feather sex is if its a hybrid that's been bred specifically for that trait, which means it wouldn't be a pure bred.
