Maybe dumb question??

You will prob want to hang the water in the run that way if it leaks or spills it will be outside and not make a mess in the coop.

As long as you have a top on your feeder to keep water out you can put it outside. I know my chickens make a mess with the feed and scatter it about their run. So it is prob better to have it outside also, since during most of the day your chicks will be outside. In the winter I would keep the water inside to keep it from freezing.

One of the main concerns as to where to locate feeders is mold.

Feeders need to be protected from rain water to keep mold out of the feed, mine are in the run but sheltered by a porch roof.
 
I like to keep the water and feed in a shady area, especially if it is real hot. I have observed the chickens like to hang out in the shade in warm weather, and I like to encourage water intake in that kind of weather. I tend to move the feeder and waterer around according to the weather and season. You will discover what works best for you as time goes on.
