Mean Ol' Rooster? Or Is There a Problem?

Today I noticed that my rooster has singled out one of the hens and he is attacking her. He's not doing his regular "duty"; I know what that looks like. He is chasing her down and biting her head and kicking.
I let her out to graze without the roo. She looks healthy, and I don't see any injuries on her that he would be prone to peck at. Later, when she went back in he started to do it again, and now she has burried her head into the corner of the coop.
What should I do? Is this a pecking order issue? Bully rooster? Or does he see something I don't?

How many birds total...just the one male?
How big is your coop and run, in feet by feet?

This roo and hen came from the same clutch. They are 10 months old.

There are 5 other hens.
Recently, about 2 months ago, we had to take in 2 young hens from our brother, since he was losing his home. So, to be honest, it is too crowded in there. They haven't really been showing signs of an issue until now. And the new hens have adjusted smoothly. But now, I think it's clear that someone is going to have to go.
