He's in puberty, that is generally when you will first see troubles. You could try changing his mind, and behaviors by teaching him to remain away from you, and not allowing forward behaviors, but his hormones will continue to surge, and the worse is probably still ahead of him.

Best to raise young roosters to keep their distance and to not become too friendly with you for a better chance for them remaining polite.
 
My rooster just turned 1, and his testosterone is in overdrive. He was very sweet up until then. He just pecks at my feet, and jumps up once in a while, but since I wear boots I don’t really feel it.
I’ve read (on here and internet in general) many different things- hold them, pin them, swat them, eat them, do nothing. For mine, I’m just going to wait him out. We don’t have kids and I’m the primary caretaker, and I can deal. He doesn’t bother me constantly, just as I’m entering and exiting their fenced in outdoor enclosure. I just stand there until he walks away, so I’m not the one backing down. I’m hoping he learns his pecking is pointless and maybe he will give up at some point. It should get better in the fall when testosterone levels dip a little again. I guess it depends on your tolerance level. I’ve read the amped up testosterone is highest from ages 1-3 years.
Sorry I know that’s not helpful, just letting you know your not the only one with a rooster who takes his job too seriously. I know he will protect the hens to the death, which is his purpose. I often throw scratch down before I come in, which distracts him. You could also try that.

All my chickens are raised to be held and petted. They are not used for food or eggs really just pets. I am hoping he is just having a bad period. I will continue picking him up and letting him. I can hand feed him and he is very gentle taking it out of my hand. He is really gentle with my hens and finds them treats (bugs,worms). I will just have to watch him for awhile hopefully he will get over himself.lol
