If this is a boy, I vote Olive Egger. Meyer's website is a little whackadoodle, and they have some inconsistencies in their "More Details" sections, but they do show an image of a blue OE pullet with slate legs and another image of an OE hen with a single comb, so those genes are in their OEs.

I don't see the pointy feathers, though, and those comb/wattles aren't really that big for 15 or 16 weeks, imho

Anywho, my runner-up vote is Blue Copper Marans, even if it seems very odd that a male wouldn't show the copper. Not that I'm an expert. Just weighing in because we're raising one right now. His copper began to appear at 5 weeks. Here he is at 12.5. Copper-riffic!
