MHP Advice Please

Wed turned heat pad to medium since several were barely going under MHP. I have raised the back from the half inch to 2 inches front at 4 inches yesterday. They were not going under much, and when they did stayed close to the front, mainly sitting and laying on top. They did finally go under last night. About half way. They haven't gone under this morning, been out eating, drinking, running around, laying and standing on top of the MHP for over 4.5 hours. No loud chirps good sign. Should I turn the MHP to low, they are not even 2 weeks old. Got them on the 28th (hatch date was 25th or 26th). My question: Is this normal? First time with chicks this young. Here are a couple of pictures on top of and 1 barely under the front of MHP.
 
I would turn it to low, if the chicks aren't really using it much. They know what is best for them.
What is the temperature outside? Or are they in the house?
That's what I was thinking, turning it to low. Can always turn up if they complain, or lower the back again. They are inside, they will go out in grow out brooder around 4 weeks. Our thermostat is at 71.

It's been on low since after 1:00. No complaints. Couple went under this afternoon for a couple of minutes. Seems they prefer to lay on top.
Only time I got complaints is when I turned the light off for the night. They were still on top. Boy did they complain :lau, all but 1 got down and went under. Have a stubborn one, she didn't want to go. She finally went under. All is quiet right now, hear a few squabbles then quiet. Someone must be getting into someone's space.:gig
Not going to worry, they seem to know what to do. I was concerned about lowering to low since they are not even 2 weeks. Do have wing feathers and a couple have tail feathers. Already testing out wings. One flew off the MHP onto my hand when I was putting feeder in.
Won't be surprised if they won't want the MHP early. On low before 2 weeks, who knows what they decide next :idunno
I am loving the MHP.
