I would tell your mom that if your brother wants to communicate with you then he can have your mail address.
As a student of counseling, I suspect the reason you are hesitating to write is that your mom is telling you second hand, that your brother wants to talk to you.
And you don't know if that is true.
Now if you wanted to contact your brother then you could ask for his email address and email him.
And if he wanted to contact you, he could ask for your email address and contact you.
But the fact that your mom is telling you that he wants to be in contact and giving you his email address is kind of convoluted.......it's dysfunctional.......so I think that is the reason you are hesitating because at your gut level you are wondering what is going on. Is this your mom's idea or your brother's idea?
So I would go back to your mom and tell her to pass your email address to your brother so that he can contact you in a direct way if he chooses to do so.

I totally agree with this...I think she has a crush on you, and like an elementary school kid, she shows it by being a bully.
