Midget? Late bloomer? Any thoughts?

We have two EEs we picked up 2 weeks ago. At that time, they were the same size. Both are now about 3 weeks old. Anyway, one is getting left behind. She eats, drinks, and even bullies some of the other chicks (the other EE, a 3 week old RIR, and a 4 week old SLW) from time to time. No one picks on her. But is this normal? Do some birds just grow much smaller than others like children? Or is she going to be a midget chick?

Could just be that she's going to be a smaller hen or could be that she's a HE.

Eating, drinking and active and I'd try not to worry too much.
