Yes, but only if it's clabbered (fermented). The fermentation process breaks down the lactose so it is easier for the birds to digest. Only raw milk will clabber though, if it's pasteurized it will rot.
It's fine to give them things like yogurt and cottage cheese, which contains less lactose.
 
A rather good yogurt can be quickly made by mixing a small amount of yogurt (with the live bacteria that produces yogurt) with some warm milk that has been pasteurized. Remember the nugget of wisdom from the flick Jurassic Park, "life will find a way" and the bacteria that is responsible for creating yogurt is ALIVE.

I especially like to give my chicks buttermilk as their first beverage, it does a chicken good. Also DEHYDRATED buttermilk use to be the baby chick feed of choice back when today's so called HERITAGE chickens were young.
