At first glance, I thought he was a she because of his feathers. Only Roman name coming to mind is Nero.

I don't know except that he was an Emperor in Rome. Emperor Nero. From what I've heard, he wasn't a great Emperor (though probably powerful, just evil), but that's the only Roman name that came to mind. I don't know if you'd want to name him that or not.

Once you mention Nero, I start thinking of names like:
Caesar, Julius, Augustus, Octavian, Tiberius, Caligula
