Legaly you can not kill a furbearing animal during their open season in Pa without both a hunting and furtakers license,you may trap or hunt them but you need both licenses.......coyotes are an exception and you only need a hunting license.

that being said IMO what someone does with vermin on their property is their buisness and not mine

According to the state's website and others you need a furbearer ticket and a trapping permit to take mink. There is no open furbearer hunting season on mink that I've been able to find.

This is but one of several websites dealing with various hunting/trapping seasons in PA. They are all saying basically the same thing.

As for vermin on one's property I don't really care either but in any event taking of "vermin" is frequently totally outside of various wildlife departments rule making powers.

For mink, you do not need a "hunting" license. Just a furtaker license and they are unlimited during open season, as someone already posted.
 
I've yet to meet a predator that had a "chicken killing" license/permit.....

I'll gladly get a nuisance/depredation permit when the raccoons start shoving chicken hunting permits under my nose
