You might be able to use the vet tape to do that even. It just has to be able to hold onto the feathers and not slide off the first time they shake their heads.
@destiny_56085 what do you do to keep the fluff out of the way?

Blue painters tape, pink hair tape, kids ponytail holders... Or if all else fails and I'm not showing them, I cut it off.
