You can't use Epsom Salt in a duck's regular swimming water because it has laxative properties. Some of us use it for our ducks for short amounts of time to treat injuries and soreness, but the duck has to be monitored every second they're in the ES bath to make sure they don't drink from it. It's not easy to keep a duck from drinking their bath water.
