Molting or something else?

This Wyandotte is about 26 weeks old and not yet laying but she started whatever this is in late June. At first I thought just a little molting since all the pullets were dropping feathers like crazy as they were getting closer to laying but she's been like this for months with nothing looking like it's coming in and no sign of being ready to lay. Could it be something other than molting? These are the best pictures I could take because she really doesn't like me touching that area and gets squirmy when I try to move the feathers away to expose the area and I hate to hurt her if she's trying to grow feathers.

She is the only one of my pullets that's had this going on all summer and it's only in that one area. The others are either not molting at all or have a little that's just started recently. What do you think?
 
Hmm, could it be mites or some kind of parasite? Check around her vent area and under her wings to see if you can see any tiny bugs crawling around.
