molting or something else?

I have two ISA Browns that are about 3 and a half years old. In the last few week, I have found a ton of feathers all around their cage and the rest of the garden. But in the last week, I have found these patches (pictured below) on only one chicken. They appear to be only around her neck and face, starting from the base of her comb. Is there any reason to be worried or is there anything that I can do for her?

to me that looks like she is malting and the new feathers are coming through. It can sometimes take a while for them to grow back and the bird can look strange
