Month old quail has issues drinking water

I have a month old quail and i notice, whenever i fill her water (even if its already full) she runs over and drinks a ton but then pukes it up? Or something, sometimes it bubbles out of her mouth and its like spit consistancy, but after like 15 seconds of "choking on it" shes fine. Even when she was a baby chick she would gasp after drinking water. What do i do?

I wouldn't be too worried if this only occasionally happened, but all the time? I'm not sure what to suggest.
