One of the reasons there are generally far more drakes than ducks in "park" situations is that while being gang bred ducks are frequently drowned. OP what you are witnessing is gang breeding and can readily kill or cripple the ducks. I would recommend seperating the drakes from the ducks before they are injured. Good luck in resolving this situation.
