why does cindy's coat look different then katie's?

You said that eventually she would lose that longer coat correct?

I am reminded of the line from Despicalbe Me:

"It's so FLUFFY!"

If I wasn't broke and already had too many dogs, I would offer her a home

Cindy's coat looks different because it is soft and open. Very incorrect. It's likely this coat will shed out and look more normal as the adult coat begins to come in over the next several weeks. It also could be that she will never have a correct coat. One of the reasons I've held on to her for a while is to see what the coat is going to do.

She looks bigger than Katie but according to the scale she is several pounds smaller. She is just as sweet and cuddly as she looks.
