Moths coming out of the feed and barley straw

I have both birds (cockatiels) and chickens. For some time now we've noticed insects in just about everything in our pantry. Recently I had to dump partially used bags of chicken feed with these insects that transform into moths. The ones in the stuff (corn meal etc) in the pantry seem to bore into anything paper-like (tea bags etc). I'm concerned this will begin to spread to the neighbors. Some one told me they keep their bird feed frozen for awhile to destroy potential eggs in the feed. Can someone tell me if Chicken feed can be frozen to destroy potential eggs in the feed as well, and will freezing affect the quality/content of the feed? The folks at the feed store say the feed they sell can last a very long time. With this experience I'm beginning to wonder if this is so, or is there a life span for chicken feed.
