I wanted to share this information here in case anyone else from Chester came looking for information.

I also email inquiring specifically about roosters since the wording on the by-law says ‘hens’.
this was the response:

Outside of the Village, with the exclusion of a few single unit residential zones such as Marvins Island, Shaw Island & Sheppard’s Landing we have no land use by-law rules regulating chickens, hens or roosters.
We do have a Fowl at Large which requires any chickens/ guinea hens, etc to be kept on one’s own property. Any structures for the poultry typically need a development permit. Not sure whether the noise by-law would come into play with roosters crowing. I think it would need to be a significant number of them if it did. One or two lone roosters in our rural areas are not likely to trigger a noise nuisance infraction.
