Muscovy behavior, short video and question

This is Wally and Waldo, they are Drake and son. I took them in in June Waldo was just a little guy and Wally chased him much like he does in this video so I have separated them Wally spends most of his time watching the others through a fence. I am wondering,
1. Is this normal "pecking order" type of behavior or is Wally likely to seriously harm Waldo?

2. Does this appear to be something that just adding hens can fix? There are 2 females one adult and Waldo's sister.

3. If you have experience with this type of behavior is there something I can do to work with them? Wally is approx 4 years old I am told and Waldo had belly feathers in June he is about 2 to 4 months old so he is not really even competition for mating yet. Or am I wrong about that?

I would like to make them a better, more secure area, but I want to do it right and if they will never be able to live peacefully in the same space I want to keep that in mind for a safe and happy home for them.

Mammoth and his son (who I have sold) never got along well but now I have more drakes and they seem fine together once they work out who's boss, also the ducks tend to fight for pecking order as well which I have uploaded a video of called: Muscovy Ducks Socialising

My Muscovy drakes have never lived happily together and they can fight till the death had it happen here . But usually one will give up before that happens but it’s a constant bickering with one chasing the other trying to make the other drake get lost I have over half acre for mine to stay away from each other and that evidentially wasn’t enough room. So I don’t think Wally and Waldo will ever be able to Coexist together so might as well plan on having2 flocks. That is why I only have 1 Muscovy drake now after years of having at least 4 at one time and having to keep them all separated from each other. And as for the girls yes they will have their little cat fights but they usually end pretty quick with one crying uncle. Nothing serious. But I will say Muscovy’s sure love a good fight they will all gather round to watch:lau
