Muscovy, male or female?

I want a few females and one drake to raise babies and sell them for meat ducks. Explain to me in terms I can understand what this new law is about. Am I allowed to do what I have planned or am I going to have to jump through hoops to keep them? I am going to go out and get a few more pics.

Now I will say this about the tail feathers. It has those that come to the point in the back and then a little below them are some more feathers that are kinda boxy looking.
