Musing about breeds

Is there a list somewhere of recognized breeds? What if someone starting crossing chickens and produced a brand new breed that, after several generations started breeding true, for example if someone produced green chickens that laid square eggs. Is there any governing board to officially recognize this as a breed, or would it just be mutts.

There is the American Bantam Association and the American Poultry Association that governs breed perfection and most judging. Yes, if you can create a new breed and build interest you can get a new breed admitted into the book of standards.
