I'm pretty sure that means it has to be in a cage inside your house (like you'd keep a small bird) - I doubt you could convince them that a coop counts. I know it's hard letting them go, but hopefully they'll all have good homes in more homestead-friendly nearby towns.
If you do manage to keep him, yes, a rooster can go in the coop with the hens.
ive spent my lunch break researching collars, but I don't know how realistic this idea is. For one, I have no idea what size to get for a SF. He hasn't even started crowing yet (only 6 weeks old), so we don't know how loud he will be or his frequency. If I had him begin now, would he be quieter in the long run because he's been wearing one since being young. We make other pets wear collars, so I don't know if I would necessarily call it totally inhumane.
Also my town zoning did get back to me... it means any species not traditionally kept caged are prohibited, like the way finches and canaries are kept caged, except for the hens a permit is attained for. womp womp. not worded very clearly whatsoever.
