My baby orange tree is dying help :(

He’s all shriveled . I know nothing about plants but I want him to LIVE. Please help?

I live in Florida, so it's easy for me here. They like a lot of sun and require also a lot of water due to the high intake of sun. It looks like a sprout so maybe you're exposing it to too much sun at the current moment and need to gradually get it acclimated. The picture is blurry so I can't really tell what's wrong with it. Hope you the best!
