What if. .... you put a bell on Juliet for him to follow? Do you think he might follow her up the ramp? You say she is the last one in besides him. Maybe she is waiting for him to go in and she won't go in without him. Also, can you put rails on the ramp so once he starts up he won't fall off? They would have to be shoulder height, I think. Many blind animals have another animal that becomes their guide. Maybe Juliet can be his guide chicken!

Yes, that's what I thought. It's natural for her to follow him, I think. She doesn't know he's blind. But if she had a bell, my thinking is that he would begin to follow her, and as time went on she would begin to take the lead. Worth a try anyway, maybe.
I don't have any better ideas than the music someone mentioned, but I just wanted to commend you for doing all you can for Steve.
