My chick isn't drying properly.

I helped a chick hatch this morning as I noticed last night that she was struggling..

It's been about an hour since I helped her and she doesn't seem to be fluffing properly.. She's dry but her fur is almost hard?? Her cord is still attached as I didn't want to rip it off.. I maybe intervened too early.

She seems to be moving fine, just very sleepy like any other newborn.. Any advice on what I should do?
 
Get some sugar into this chick .needs some energy. either sugar water or poultry Nutridrench or save-a-chick or something.
