go ahead and treat for mites/lice..poultry dust (such as Ectiban-D by durvet)
or Sevin..(garden and livestock dust)
you can apply around comb using a Q-tip..and a little vaseline..

check the beak nostrils and make sure they are clear, or have mucus.
check eyes for wetness, mucus or crust.

any dots on comb?
swollen wattles?

is he eating and drinking?

for ear mites, you can use ear mite treatment for cats..

also..using a small flashlight, check his mouth and throat for sores or black dots or gape worm..(red in throat)
 
I have a little hen that does the same thing but it's NOT her normal behavior and there are whitish looking bumps along side her mouth. Are they mites or lice, if so what should I use? Poor thing, she's in misery and I'm not sure what to do for my little girl. I've used an organic citrus based bath on her that helped a little, she still scratching.
 
Have you checked his ears, he could have something stuck in them and can't get it out? Nine times out of ten if they do things like this on a constant basis then you can bet there is a problem some where! An avian vet check up sounds good so long as you post the results of what is causing him to do this! This could also be why he were parted with by his original owners, they sometimes don't want to deal with problems in chickens and will give them to others to care for while claiming they're healthy. I learned this the hard way!
