My chicks are kicking shavings into their waterer

Lift the waterer and feeder on a board, you can even create some steps that are easy to climb for the chicks.

my chicks were brooded in a stock tank, we hung the feeder and water from a dowel rod over the top.

Waterers and feeders should be raised. Something as simple as a block cut from a 2x4 will work with young birds. Once they are older try to keep the opening about back level of the smallest bird.
