My cockerel is slow, fumbles often, Today he fell on his back and couldn't get back up

Hey guys. I have a cockerel who isn't looking to good. Just a few days ago he started to act slow and noticed that he looses his balance. It sometimes seems like he wants to fall forward and then backwards. And just this afternoon, I went to make sure they had feed, and I found him on his back unable to get up and some of my hens wanted to peck at him. He also looks a bit under weight which is starting to concern me. I suspect the issue is due to a vitamin deficiency, I have had 2 hens have almost the same symptoms as this cockerel. And I believe those hens had a vitamin deficiency which both died. That is why I suspect he could have a vitamin deficiency. He is slower than usual, tends to fumble and kind of losses his balance, doesn't eat a lot like he used to, one wing is dropping down, then yesterday, I was able to hear his breathing and today he fell on his back and couldn't get back up. Does anyone have a clue on what he might have? How can I help him?
 
I feed them the 16% because it is what I can afford.
You can feed non-medicated chick starter which has more protein and is usually comparable in price to 16% layer feeds. It can be fed to all chickens - chicks, adults, hens, and roosters - unlike layer feeds. Be sure to provide a calcium supplement on the side, such as crushed oyster shell, for your laying hens.

Are you able to get some Rooster Booster Poultry Cell?

I could go get the Rooster Booster Poultry Cell tomorrow. Is there anything I can give him homemade for the meantime?
