Some dogs also dig when they are bored. Could you provide some interactive toys for them? A kong filled with dog food/peanut butter or some of the other treat dispensing toys. Or even a box that you cut some holes in that they have to push around to get the kibble to fall out.

You look to have highly trainable dogs, you might try to teach them to dig in only one area as someone suggested. As suggested bury toys in that area and go have a digging party there (you dig also), and without their presence quietly fill in all other holes (do not yell at the dog and point to the hole or shove their nose in it, all the dog can tell is "hey, I dig holes I get attention", unless you catch them in the act of digging, then you can yell). In unwanted holes you can try putting their feces in the hole, the vinegar water ballons, the pepper, or fill them in and put chicken wire right below the surface. Above all be consistent! Rememeber to praise them for good behavior (digging where allowed), not just correct them for bad behavior.

I used to hate that my dog susie would dig holes all over. Then i realized it kept her nails down. I hate cutting nails after i hit blood once. So i decided to just go around with a steel rake and fill them back in.
 
You have a collie, a working dog needs a job to do and the weim/labx is also an intelligent breed that needs constant companionship, not other animals, but human contact and needs a lot of exercise, mentally and physically. If you aren't providing those two w/enough companionship and exercising their minds and bodies, daily, you are very lucky they are only digging holes...

My GP/lab mix digs holes in which to lie down, in the summer, even though she has several in the shade, she always digs more. My BC/lab mix only will dig a small hole to kill a mole. I have put down chicken wire around all the buildings before to deter digging, but she just moved her digging to the outer perimeter of the wire. I've tried most everything. We can't catch her in the act too often. I'll go out and see a new hole in my garden and say, "Who dug this hole?!" and she will slink off to her house.

Next year the garden gets a new electric fence! Some dogs are just diggers, some are not. Its aggravating, to say the least!
 
i just skimmed the post, sorry if this has been duplicated..

dogs dig when they are bored. first thing to do is walk him to help him expend some energy. make sure that you are walking him and not the other way around. it's a mental as well as physical exercise to him so this is very important. at least 30 minutes.

second, it will help if you crate/kennel him for a while . dogs like to know what to expect. if he's in his crate, he knows that he's to wait until mom and dad get home. he knows where to be and what to do.

if he's not crate trained, he might give you a hard time and you will tempted to let him out but trust me, it's good for his mind.

eventually, he will trust that his "kennel" (as it is called for bodie) is a safe place and will want to be in there to sleep, take refuge (i have bad days too)

the lab wiem mix hates to move and is insid about 90% of the day the border collie cross gets all the exercise she wants. the lab weim mix is loose in the house when we are not home and my border collie x is in her crate when im not home

hope i do not sound rude but the lab weim is not intelligent at all the weim is not one of the smartest breeds but they are soo nice.

You still didn't answer: How much exercise, training and attention does each dog get everyday.

If it's not much (only you can answer this) then you already know what the problem is. Shocking your dogs is a poor substitute for giving them attention and training.
