My EE's again.... Could this be a rooster?

"He's" a butter color, with a hint of orange fuzz in the shoulders, has the shortest wing feathers of all of them, and is the only one who hasn't started tail feathers yet. I'm sorry if the pics suck, but they are skittish, so I was trying to be covert.
