My female duck is biting her own toes.

Hello all!
I am new to the site but have been directed here from a lot of web searches so I hope I can get some advice and contribute with any info I know!
I have a 13 month old, female Muscovy duck who been having some trouble. She started her first big out which jasnt been comfortable for her but about a week ago she began hyper focusing on biting at her toes on the back of the feet. Shes doing is obsessively to the point that's all she will focus on if I dont snap her out of it, or when shes laying down.
I'm not sure if this is normal or not. I dont see any issues with the toes. At first I thought may e she was just discovering them but it's becoming a big problem and I'm worried shes going to hurt herself.
Any help to figure out why shes doing this or how to stop the behaviour would be greatly appreciated!

Have you seen flies buzzing around her? I currently have an issue with flies landing and biting the legs of my geese and my geese will bite at their legs when it happens.
 
I never knew that they would bite on their own toes.
They will if something is stinging, itching, or hurting them on the foot.

@Burtobias Another possibility is mites, a picture of her feet might help us identify if she has scaly leg mites, the feet, legs might look rougher with raised scales.
