I have modified my water heater thermostat like the instructions say but I am still having issues.  I am going up to 100.2 F and kicking off.  That is fine.  It drops to around 93 F before it kicks back on.  Anyone have any ideas?

How close to the light is the thermostat. That thermostat is designed to work with radiant heat not ambient heat. It needs to be with in inches of the light to work properly.
