I put a basket on the floor of the coop, weighed it down with a large rock and covered the rock with a thick layer of hay. If the basket has high sides you can cut out a section to make it easier to get into. A cardboard box will work well, too, for a temporary solution.

The floor box works well for hens who can't compete with the dominant members of the flock.

Just went out to check on them this morning. And they have been scratching around in all 4 boxes making little nesting spots. So hopefully this will work itself out in the end.
The floor box makes sense though too. I'll put one of those in there in the next day or two for that purpose.
