I have used medicated eye ointment from my vet in the past when I had hens with this problem. It takes about a week of applying it twice a day but it works really great. You could also use an antibiotic in their water.

Sounds like mycoplasma. Get some Tylan soluble and put it in their water. Should clear it up in a week.
