Your neighbors have it backwards: the country is where they shoot dogs that menace livestock. I live in sheep country, and it's absolutely a thing that happens and no sympathy to the dog owner.
That said, I'd feel awful having to shoot a dog. Though if I'd gotten my hands on that dachsund that made it under the neighbor's fence, I'm pretty sure I'd've strangled the little yapper with a smile on my face. (No chickens were harmed in this incident).
