Is the older one a rooster? I ask this because I bought some pullets from TSC and one of them is developing a comb kind of like that.

I think he is. I have 5 wheatons that age, and it looks like 2 are roosters and 3 are pullets.

Don't start worrying yet. 15 days old is too soon to tell if the chicken is male or female for most breeds, unless you are a professional chicken sexer (experts who are employed by the hatcheries who look up the vent.)
