I don't know how effective electric fencing, given that a baited fence would get the dog to taste test it, would convince that hard headed, prey driven beast to avoid the birds. Our IF failed dog was pretty severely zapped by two heavy duty collars at once, and in the presence of chicken targets, ran through and didn't even yelp over it.
He was a stray adult mutt from a shelter, a lovely dog in so many ways, except for this! He was our eighth big bold dog with our IF, and every other dog, bar none, didn't go through the fence! Since he died, we've had several more dogs, all respectful of the IF.

Are you using the IF system, or another brand? If IF, have you worked with the IF trainer over this? Had your collars and perimeter tested? If everything is maxed out and working properly, it's time to add fencing of another type.
