My neighbors are neglecting their chickens

that's all of the animals they are not caring for. the only animals they really care about are their dog and cats, since they're inside and easy to take care of.

not to mention, their rabbit hutch is a gross, smelly, dirty, mess. Poop everywhere. It is on their property, but because there is an animal's life in danger, I'm going to help.

Most likely they are paying you for the use of your barn and feel since they are paying you they may be expecting you to take care of their birds. If you want the birds tell them that you will take them and then they won't have to pay you to care for them. Good luck...

If it were me, I wouldn't call animal control until other attempts of changing their behavior failed. Calling the "cops" before more neighborly means are attempted, is kind of asking for trouble from them in the future. First you just need to speak to them, tell them you have seen that they may be losing interest in their chickens and rabbit, and you would like to take them. If they say no, they still want them, tell them what you have told us, that the rabbit needs a clean cage and food and water, and shade and a fan, and the chickens are going to die a painful death as well, if they are not cared for.
If they still don't take care of the critters, you can always take pictures of the conditions you find, tend to the animals then call animal control.

Don't some people keep rabbits and chickens together? If not, why not? (I don't know beans about rabbits)
