Sounds like this "neighbor" is an irresponsible creature - such humans are everywhere (and they're breeding
) - so it falls on the rest of us to fix things. I am not aligned with the thinking that harming the cats is the best approach - they're just neglected and probably hungry thanks to thoughtless humans.
If you can, contact various cat organizations to find one that will catch them and at least spay/neuter so your problem doesn't get more complicated. If an organization is not willing or able, there are always people who will give of their time and resources to help with such situations - just takes some looking. I am preparing to catch and have another feral spayed and the extra good news is that I have a home lined up for her. But even if there weren't, at least she wouldn't be making more cats who would be going into winter still as vulnerable kittens. If you want to pursue this, try putting up flyers (coffee shops, vets offices) asking for cat lovers to help you - appeal to their hearts with description about how these cats are not being cared for......you may get some adoptive homes out of the deal in addition to spay/neuters. It will be a significant amount of work - sometimes it takes me hundreds of contacts to find a home for a rescue - but it's a good thing to do. Good luck.

I had a nieghbors cat problem when I loved in Oklahoma. He jumped into my old convertible and pee'd in the floorboard. This is after he pee'd on the doorframe to the home, the garden hose and a few other items. He also beat up my old kitty and she wouldn't go outside anymore. The car was the last straw. I got a paintball gun and loaded it with pretty pink balls. Siamese looks good with pink! Never had the cat problem again either. It didn't kill the kitty but he stayed away. And he was very fashionable looking for at least a day!

Antifreeze is indiscriminate (anything could get into it) and it's overkill. There is a difference between seriously needed humane predator control and what appears on this forum sometimes as a nonchalance - killing any which way (antifreeze is a very cruel poisoning) - just because it works.
yup,, is like saying "my kid can come over to your house and beat up your child".,,i LOVE animals,, but MY animals DEPEND ON ME to keep them safe,,,,and sorry to say,, but the next time i saw the cat,, would be the LAST.
