my new hatched chicks help

I have a question i have 4 yellow legged eggs in the incubation 2 have already hatched and for some reason they can not walk they are still stuck to the sack and the sack is still on the egg shell. I was wondering would it have anything to do with the size of the eggs they are smaller than normal. I have one more that has piped around 1 pm and has not done anything since. This also happened last month with my white eggs as well. I am just not knowing why this is happening. one chick hatched on day 19 and the other today day 20. Please can anyone help.

I also have a batam rooster along with a yellow long legged rooster we have only seen the yellow one doing its job. They chicks are black and white more black. So is the other one doing it also? Or does that not matter
