She isn't scaring, but she pushes them away threatening to peck, or just barely pecking, but not enough to break the skin on their comb.Maybe the older ones are just getting weaker.Chickens dont like changing the pecking order.If she is scaring them that would mean she is at the highest.

I read what you posted....That is normal pecking order with Chickens.....Always a bird or two who try to be at the top of the pecking order to be the first at food and water...Best roosting spot.....etc.....

As long as no blood is shed and they are not fighting, it is all normal Chicken behaviour....
