My poor Peepers! The start of angel wing? UPDATED pic in post 13

Not to be contrary, but I honestly would not be worried at this point. Duck wings often look that way as they develop, and it's not usually angel wing. I think wrapping is a bit overkill and could actually inhibit development at this point. But of course, it's your call. I would be much more worried if, rather than sticking UP, the wings were starting to turn OUT. That's when angel wing is suspected. Sticking up just means, usually, that they're growing fast and haven't settled in place yet.

To me, it depends on whether the flight feathers are tucking under the elbow when the duckling folds its wing. If the feathers naturally tuck behind/under the elbow (ie. between the elbow and the body) then that's normal and I wouldn't tape, even if they poke up into the air. If they sit outside the elbow then I'd tape.
 
Thats why I taped. It wasnt going under and a few days later it started to twist outwards. I took it off earlier, its raining and she was swimming so shes having a couple of hours fresh air then I can put it back on
 
Cool. In the end, you gotta go with your own instincts and what you're seeing in person. Taping is working for you, and it doesn't hurt to be on the safe side (usually), so go with it.

UPDATE:

I have only wrapped her wings once and it seems that with how she was feathered at the time (still had a fuzzy back) was exaggerating how her wings were laying against her body. I am still going to keep a close eye on her to make sure it stays looking normal
