How old is your pullet?
She has Bumblefoot.
The poop is questionable - how long have you had her? I would think about treating her for Coccidiosis .
If you are seeing bugs, she likely has lice and/or mites.
If you have vet care, that is the best route to go. If not, then you need to treat her feet. I would probably start out with a non-invasive method of Bumblefoot treatment with repeated soaking to help loosen the scab, then see if the plug will come out. If not you will have to remove it by carefully cutting it a little.

What do you have available to treat Coccidiosis? Amprolium can be used - look for Coxoid or BayCox. You may need to find a sulfa drug instead - call around to vets or pet stores to see what they carry.
Treat the bugs too. Can you get Permethrin or Carbyl? Ask the vet or pet stores what they carry as a Miticide for birds.
19C is 66F She is not well from the look of the photos and from what I can tell looks fairly young. Since she is sick, she does need some heat. Ideally a sick bird needs around 75-80F or 23-26C.
Try to keep her hydrated and let us know how she's doing.
