You can be sure whatever got your quail will be back for more. Doesn't really matter what animal got em, what matters is making your pen critter proof. Dogs have been know to dig under pens to gain access. If you must keep your birds outside, I would add some plywood strips or sheets of tin roofing 2-3 feet high along the bottom of your pen at ground level to prevent any ground animal from seeing your birds. In addition, I would dig a trench about a foot deep along the border of your pen and bury some wire fencing underground. The best prevention would be a cattle fence hot wire about a foot high along the outside of your pen. Nothing works better than electricity, when it comes to animal training.
I am sorry to say, none of these additions will be cheap. However, you will not have to worry about losing any quail again.
